PEDESTRIAN SAFETY MONTH

As the state population continues to grow, so does the number of cyclists, pedestrians, and vehicles utilizing Tennessee roadways. Crosswalks, paved roads, sidewalks and shoulders of roads have an increasing amount of traffic every year. The Tennessee Highway Safety Office (THSO) strives to reduce serious injuries and fatal crashes by educating all roadway users about safe practices and Tennessee laws regarding bicycle and pedestrian safety.
In Tennessee, a bicycle has the legal status of a vehicle. This means bicyclists have full rights on the roadway and are subject to regulations governing the operation of a motor vehicle. Pedestrians have the right of way at all intersections and driveways. However, pedestrians must act responsibly, using pedestrian signals and sidewalks where they are available. See below to learn more about Tennessee law and the responsibilities of bicyclists and pedestrians.

May 2023 is National Bicycle Safety Month!

This year Chapel Hill Police Department has partnered with WAL-MART of Lewisburg, to provide helmets for children in the community. WAL-MART has donated ten bicycle helmets of various sizes to be given out to children at the Chapel Hill Police Department. The Police Department will give them out on a first come first serve basis until they gone, so be sure not to wait.

Bicycling is good for the environment and your health. It’s good for your wallet, too; it is an inexpensive and reliable way to get to the places you want to go. Unfortunately, bicycling can be a dangerous pastime. In 2020 there were 938 bicyclist fatalities, which accounted for 2.4% of all traffic fatalities during the year.
Additionally, NHTSA early estimates show a 5% increase in bicyclist fatalities in 2021.

Chapel Hill Police Department would also like to remind citizens of the following safety tips for bicycle safety:
Never ride or drive distracted.
Always expect the unexpected.
Always wear a bicycle helmet when on a bicycle.
Know the Rules of the Road - A bicyclist is considered a vehicle on the road with all the rights and responsibilities of motorized traffic.
Share the Road - Both motorist and bicyclist should look out for each other and show mutual respect.

  THSO Super Bowl Press Event!


On Friday, February 10, the Tennessee Highway Safety Office and the Tennessee Highway Patrol, divisions of the Tennessee Department of Safety and Homeland Security, are partnering with the Tennessee Titans, the Metro Nashville Police Department, the Franklin Police Department, the Tennessee Sheriff’s Association, the Tennessee Association of Chiefs of Police, and other traffic safety partners for a press event to remind citizens that “Fans Don’t Let Fans Drive Drunk.” During the event, Franklin Police Lt. Scott Legieza will discuss the fatal traffic crash that caused the loss of his son, Brentwood Police Officer Destin Legieza, due to a drunk driver in 2020.

According to Tennessee’s Integrated Traffic Analysis Network (TITAN), there were 79 drunk-driving crashes statewide during Super Bowl weekend in 2020 and one drunk-driving fatality. In 2021, there were 91 drunk-driving crashes statewide during Super Bowl weekend and three drunk-driving fatalities.

This week is Child Passenger Safety Week and we would like to help reduce serious injuries and fatal crashes by educating parents, caregivers, and members of the community about the proper use of car seats, boosters, and seat belts.  October is Domestic Violence Awareness Month!


CHPD is trying to raise awareness a little sooner by collecting items this Saturday at the Step Back in Time Festival at Henry Horton State Park. The items will be donated to the Haven of Hope Victim Services which serves Marshall County, TN. We have partnered with the Horton Park Rangers and will have our tent setup tomorrow at the festival from 9am-5pm. Please feel free to bring any of the following items (unopened) which will be used to help victims of domestic violence.

Small denomination gift cards ( these are good for perishable food needs and/or gas)

Operation Southern Slowdown Launches July 18, 2022!

Tennessee Highway Safety Office and CHPD Joining the Regional Effort to Reduce Speeding

TENNESSEE – Drivers who feel the need for speed better hit the brakes or be ready to see blue lights in their rear-view mirror during Operation Southern Slow Down. From July 18 – 24, this speed enforcement and education campaign, formerly called Operation Southern Shield, returns in five southeastern states: Alabama, Florida, Georgia, South Carolina, and Tennessee.

"Speeding drivers are almost three times more likely to be involved in fatal or serious-injury crashes," said Buddy Lewis, Director of the Tennessee Office of Highway Safety. "Speeding increases the risk of losing control of your vehicle and threatens the safety of everyone around you. All we ask is for voluntary compliance to ensure everyone can make it home safely."

State troopers and local law enforcement officers will conduct concentrated enforcement on interstates and state highways in these five states for the entire week in a team effort to stop the increase in drivers traveling at speeds well above the legal limit. Law enforcement agencies in the southeast and across the nation have seen a substantial increase in the number of vehicles traveling at speeds above 100 miles per hour in the last two years.

"The majority of people driving in a safe and legal manner should not have to worry about their safety from selfish drivers who show no regard for their safety and the safety of others with their disregard for speed limits and other highway safety laws," said Allen Poole, Director of the Georgia Governor's Office of Highway Safety. "Georgia is once again ready to work with our friends in our neighboring states to protect all road users by putting these dangerous drivers on the shoulder of the road and issuing them a ticket."

According to the National Highway Traffic Safety Administration (NHTSA), the United States has seen an increase in overall traffic fatalities and speed-related traffic deaths in the last two years. Even though there was a 22 percent decline in total traffic crashes in the United States in 2020 compared to 2019 and an 11 percent decrease in the number miles traveled in the country in 2020 compared to the previous year, the number of persons killed in crashes in the U.S. in 2020 increased by 6.6. percent compared to 2019.

As summer kicks off and families hit the road for vacation Chapel Hill Police Department is partnering with the Tennessee Highway Safety Office (THSO) to remind motorists to “Click It or Ticket.” From May 23 through June 5, participating agencies across the state will increase seat belt enforcement as part of the National Highway Traffic Safety Administration’s (NHTSA) nationwide mobilization.

“Buckling up is such a simple task that can keep you and your family safe in the car,” said Chief Andrew Kon, “But it’s more than that. Buckling up is the law. Our law enforcement officers see the consequences of not buckling up. We see the loss of life. Often, it could have been prevented with the simple click of a seat belt. This should be automatic.”

According to NHTSA, in 2020, there were 10,893 unbuckled passenger vehicle occupants killed in crashes in the United States. In that same year, 58 percent of passenger vehicle occupants killed at night (6 p.m. – 5:59 a.m.) were not wearing their seat belts. That’s why one focus of the “Click It or Ticket” campaign is nighttime enforcement. Participating law enforcement agencies will be taking a no-excuses approach to seat belt law enforcement, writing citations day and night.

Chief Kon and the officers of the Chapel Hill Police Department would like to thank the citizens of Marshall County for helping to keep the roads safe for all the citizens during this Holiday weekend.

  Pill Take Back!


The Chapel Hill Police Department and the Drug Enforcement Agency are hosting Prescription Drug Take Back Day on Saturday, April 30th, 2022 from 10:00am to 2:00pm at the Police Department at 119 N.Horton Pkwy, Chapel Hill, TN. The public will be able to drop off unused medications in the form of tablets, capsules, patches, and other solid forms of prescription drugs. 

Studies indicate a majority of abused prescription drugs come from family and friends, including from home medicine cabinets. Clearing out unused medicine helps keeps households and the community safe. During the 2020 Take Back Day, the DEA collected nearly 500 tons of unused medication nationwide, and over the course of its 10-year program has brought in more that 6,800 tons of prescription drugs.

  Pill Take Back

  Scholarship Alert!

Our friends over at the Tennessee Highway Safety Office (THSO) wanted us to pass on the following high school scholarship opportunity. One exemplary high school senior in Tennessee will earn a $3,000 scholarship for working with the THSO’s Reduce TN Crashes program to improve teen driver safety within their local community:

All high school seniors in Tennessee are encouraged to apply. In order to be considered, the student must be a current high school senior who will attend a college or university in Tennessee. The student must be nominated by a principal, teacher, mentor, or school resource officer. The student is also required to write an essay explaining how he or she participated in Reduce TN Crashes activities during the 2017 – 2021 school years to educate other students about driver safety.
Each application submission will be judged based on the quality and content of the student nomination and essay. The scholarship will be awarded to the student who best demonstrates strong leadership skills, school involvement, volunteerism, and advocacy for teen driver safety. In order to apply, the student must register his or her high school at www.ReduceTNCrashes.org then submit the student nomination and essay to www.ReduceTNCrashes.org/Scholarship by March 31, 2021.

The decision to not drink and drive should never be a tough one. If you are celebrating with alcohol this Labor Day, plan ahead for a sober ride home. Drunk driving is illegal and can be deadly. Law enforcement will be out on high alert, seeking out drunk drivers during the upcoming holiday period.

Because motorcycles are smaller than most vehicles, they can be difficult to see. Their size can also cause other drivers to misjudge their speed and distance. Size also counts against motorcycles when it comes to blind spots. Motorcyclists can be easily hidden in a vehicle’s blind spot. Always look for motorcycles by checking your mirrors and blind spots before switching lanes.

Checkmark Bullet Point Chapel Hill Police Department Increases Impaired-Driving Enforcement During Holiday Season
 

Chapel Hill, TN – Chapel Hill Police Department is partnering with the Tennessee Highway Safety Office (THSO) to increase impaired-driving enforcement from December 13, 2019, to January 1, 2020, surrounding the holiday season. The THSO’s statewide Booze It and Lose It campaign is part of the National Highway Traffic Safety Administration’s Drive Sober or Get Pulled Over nationwide mobilization.

CHPD will be conducting extra saturation patrols during this holiday season, in an effort to help reduce the number of impaired drivers on the roadway.

Increased state and national messaging about the dangers of drunk driving, coupled with increased sobriety checkpoints and high visibility enforcement, aim to drastically reduce the number of drunk-driving crashes, injuries, and fatalities this year.

“We ask all Tennesseans to please drive safely this holiday season,” said THSO Director Buddy Lewis. “Our state and local law enforcement partners will be out in full force to secure Tennessee roadways. We want everyone to make it home safely, so please designate a sober driver.”

The consequences of a single DUI conviction for a first-time offender in the state of Tennessee may include costly fines, court costs, legal fees, jail time, mandatory drug and alcohol treatment, and/or the installation of an ignition interlock device in his/her vehicle.

The THSO provides grant funding to support Chapel Hill Police Department increased enforcement efforts during the Booze It and Lose It holiday campaign. For more information about the THSO, please visit www.tntrafficsafety.org.

The Chapel Hill Police Department will be offering another FREE women’s self-defense class to the first twenty five women who sign-up!
The class will be held at Forrest High School Auxiliary Gym on December 02, 2019 from 6 p.m. to 8 p.m.

This is a crime prevention program that utilizes techniques that are specifically designed for women to reduce the likelihood of victimization. This program empowers women to recognize their strengths and make sound decisions when faced with potentially dangerous situations.

• Minimum age: 18 years old
• 2 hour physical class
• Please wear comfortable clothes
• Please bring a bottled water or Gatorade
• Must sign Release of Liability Form prior to class (form available online or at PD)

CHAPEL HILL POLICE DEPARTMENT MAKES FIREARM SAFETY KITS AVAILABLE THROUGH PARTNERSHIP WITH PROJECT CHILDSAFE

Chapel Hill, TN – The Chapel Hill Police Department will provide free firearm safety kits to local residents through a partnership with Project ChildSafe, the nationwide firearms safety education program. The safety kits, which include a free gun lock, will be distributed on September 21, 2019 from 1-3 p.m. at the Chapel Hill Police Department. Anyone unable to attend the event can stop by the police department and request a gun lock starting on September 21, 2019 until all the gun locks have been distributed.
 
Project ChildSafe, a program developed by the National Shooting Sports Foundation (NSSF), has distributed more than 37 million firearm safety kits throughout the country since 2003. The program is supported by the U.S. Department of Justice's Bureau of Justice Assistance and the firearms industry.
 
“We encourage residents to pick up a Project ChildSafe safety kit so that they can securely store their firearm,” said Chief Andrew Kon. “Each kit contains a safety curriculum and a cable-style gun lock. The locks fit on most types of handguns, rifles and shotguns. The goal is to prevent a child or any other unauthorized person from accessing a firearm in your home.”
 
By partnering with Project ChildSafe Chapel Hill Police Department is participating in a national effort to promote firearms safety education to all gun owners. Project ChildSafe distributes gun lock safety kits to all 50 states and the five U.S. territories.
 
“We are pleased to have the Chapel Hill Police Department as a Project ChildSafe partner,” said Bill Brassard Jr., director of Project ChildSafe. “Project ChildSafe is an important step forward in helping ensure that all firearm owners fully understand their responsibilities with respect to the safe handling and storage of firearms.”

44-8-413  Civil Liability for injury cause by dogs:
 (1) The owner of a dog has a duty to keep that dog under reasonable control at all times, and to keep that dog from running at large. A person who breaches that duty is subject to civil liability for any damages suffered by a person who is injured by the dog while in a public place or lawfully in or on the private property of another.
(2) The owner may be held liable regardless of whether the dog has shown any dangerous propensities or whether the dog's owner knew or should have known of the dog's dangerous propensities.

The Chapel Hill Police Department is partnering with the Tennessee Highway Safety Office (THSO) for its annual Seatbelts Are For Everyone (SAFE) campaign. This statewide initiative is designed to increase seatbelt usage and child passenger safety restraint usage through the implementation of occupant-protection programs, public events, and checkpoints throughout local communities across Tennessee. The SAFE campaign begins February 1, 2019, and concludes August 1, 2019. The Chapel Hill Police Department will once again be participating in the SAFE Campaign and will be monitoring seatbelt usage. Officers will be looking for occupants who are not properly restrained and will be issuing citations for individuals who are not in compliance. Chief Andrew Kon would like to take this opportunity to thank all the citizens of Marshall County for their support in making the roads a safer place. 2019 will be the sixth year the THSO has sponsored the SAFE campaign. Last year yielded the following results: 1,182 child restraint violations 13,165 seat belt citations 305 other seat belt enforcement activities “In 2017, Tennessee’s average seatbelt usage rate was 88.51 percent,” said THSO Director Vic Donoho. “Last year, the usage rate was 88.77 percent. Christmas Parade & 5k Run
 


The Annual Reindeer Run 5K will be held on the morning of Saturday, December 08, 2018 at 8 a.m., runners will be on city streets (Maple, Broadview, Lawrence, & Depot) and we are asking for the motorists to be extra vigilant down side streets on Saturday morning. The Town of Chapel Hill Christmas Parade will be Saturday December 08, 2018 at 4:30 p.m. This means Nashville Hwy 31A will be shutdown during the parade and re-open after the parade. The Town will make every effort to have the parade as scheduled, but IF IT IS RAINED OUT SATURDAY, IT WILL BE RESCHEDULED. The Town will keep everyone updated as weather related information becomes available.

Vehicle Speed Reduction Project Aims to Improve Motorist and Pedestrian Safety!
 

The Chapel Hill Police Department has begun working on a new project to reduce speeds in town in an effort to improve the quality of life for both motorists and pedestrians. This week the Town of Chapel Hill Public Works Department has started removing the 40 mph signs and replacing them with new 30 mph signs on the south end of the town.

The speed reductions will consist of the following:
(a) On Hwy 99 West, the speed limit shall be reduced from 55 mph to 40 mph within the Town.
(b) On Hwy 31A, the speed limit shall be reduced from 45 mph to 40 mph between the northern Town limits to just north of Feedmill Road where it shall remain 30 mph.
(c) On Hwy 99 East/Eagleville Pike, the speed limit shall be reduced from 50 mph to 40 mph from the Town limits; and
(d) On Hwy31A just south of 415 S. Horton Pkwy., the speed limit shall be reduced from 40 mph to 30 mph to the Town limits.

The Vehicle Speed Reduction Project will include the installation of a speed feedback sign on the south end of town for vehicles traveling north on Nashville Hwy. The sign will be a pilot project to help motorist reduce their speed through visual observation and will educate motorists regarding their travel speeds. The ultimate goal of the project is to aid motorists in gaining compliance with posted speed limits. A reduction in speed will help provide a safer environment for students, pedestrians, and bicyclists on their routes to and from area schools. Higher vehicular speeds have been correlated with increased degree of accidents particularly in the south end of the Town. The upcoming project will seek to elevate drivers’ awareness of their travel speeds, decrease prevailing traffic speeds, and reduce the number and severity of collisions in the selected areas. The program also aims to increase student pedestrian visibility.

The Chapel Hill Police Department would like to extend its appreciation to O’Reilly Auto Parts of Chapel Hill, TN for their generous donation of traffic safety vests. CHPD Officer John Compton observed several students walking down Nashville Hwy in dark colored clothing. Concerned for their safety, he collaborated with O’Reilly Auto Parts Store Manager Brian Williams to develop a solution. O’Reilly Auto Parts donated twenty traffic safety vests which Officer Compton will distribute at Forrest High School to any student willing to participate by wearing one. The ultimate goal of the program is to improve the children’s ability to be seen by passing motorists. Without the support of businesses like O’Reilly Auto Parts the community of Chapel Hill would not be what it is today. The Chapel Hill Police Department cannot say thank you enough for the overwhelming support this business has provided for this program and for continuously helping to keep our patrol cars operational so that we can continue to serve our community. The Chapel Hill Police Department is optimistic that this important project will foster the Town's efforts in enhancing pedestrian and motorist safety Citywide.

Chapel Hill Police & Fire Drive Thru Trick or Treat A Great Success!
 

On Halloween night the Chapel Hill Police & Fire Departments hosted their annual Drive Thru Trick or Treat. The event was very successful and we look forward to next year. Children received candy, fire hats and police cups that change color. The Chapel Hill Police Department will be taking part in the National Prescription Drug Take-Back Day. National Take-Back Day is a safe, convenient, and responsible way to dispose of unused or expired prescription drugs. The Chapel Hill Police Department will again team up with The Drug Enforcement Administration for its one-day event to help the community get rid potentially dangerous prescription drugs.  Last fall's Take-Back Day event collected a record-setting 912,305 pounds of prescription drugs across the country in one day. The Drug Enforcement Administration first launched its Take-Back Day in 2010, and since then has collected more than nine million pounds of medicine from the public. On Saturday, October 27, from 10 a.m. until 2 p.m. representatives from the Chapel Hill Police Department, will be standing at Chapel Hill Police Department located at 119 N. Horton Pkwy, Chapel Hill, TN.  Residents will be able to drop off their expired, unused, and unwanted prescription drugs.  Liquids, needles or sharp objects of any kind will not be able to be collected. -October 25, 2018, 3:00 p.m.

The Chapel Hill Police Department would like to say Thank You to Duck River Electric Membership Corporation of Chapel Hill. In June of 2018 the Chapel Hill Police Department received a $500 donation from Duck River Electric towards the purchase of supplies for the KIDPRINT ID program. The KIDPRINT ID program allows officers to go to the local schools and daycares and provide a child identification card for free to any child who's parents elect for them to participate. The identification card comes with a picture, thumb print and basic information about the child. The KIDPRINT ID program has been very successful this year due to the donation by Duck River Electric. The Chapel Hill Police Department has been able to provide 537 KIDPRINT ID cards in the month of September and is planning on doing an additional 60 cards later this month. Without the support of businesses like Duck River Electric and our community the Chapel Hill Police Department would not be what it is today. We cannot say thank you enough in these times for that support, and we look forward to continuing the services that we provide to our community.

The subject has been found safe in Nashville, TN! On Thursday July 05, 2018 the Chapel Hill Police Department was requested to conduct a welfare check for Cathy Martin, black female, 5’7, 188 pounds, 61 years old, brown eyes, black hair. According to her family members she has not been seen since Monday morning. Investigators discovered Ms. Martin went to Saint Thomas Hospital in Nashville, TN on Monday night July 02, 2018, and she checked herself out of the hospital at approximately 10:25 p.m. the same evening. The Chapel Hill Police Department is issuing a Silver Alert for Cathy Martin who according to family members suffers from the beginning stages of schizophrenia. Ms. Martin is driving a 2011 black Cadillac SRX SUV Tennessee Tag 756KRC. Anyone with information may call the Chapel Hill Police Department Dispatch at (931) 359-6122.

Driver Refuses to Stop for Police and Crashes Vehicle into Power Pole

 

On Tuesday June 05, 2018 a Chapel Hill Police Officer attempted to initiate a traffic stop on Depot Street when the driver identified as Darrin Terry refused to stop. The driver took off at a high rate of speed, passing a vehicle and nearly hitting two children on bicycles before loosing control of his vehicle and crashing into a power pole in the front yard of 607 Depot Street. Officers took the driver and passenger to the hospital out of precaution where they were cleared by medical staff to go to jail. The driver was charged with seven counts of reckless endangerment, felony fleeing and evading and driving while revoked. The passenger Melinda Geasley had an outstanding warrant for failure to appear from Marshall County. The Tennessee Highway Patrol investigated the crash and cited the driver for financial responsibility, failure to exercise due care and failure to maintain lane. -6/08/2018 02:40 a.m.

The Chapel Hill Police Department would like to thank The Tennessee Trucking Foundation and Sharp Transport Inc. for coming to the Chapel Hill Elementary School on May 04, 2018 for Success Day. The Foundation provided the children with safety tips and a first hand look inside a semi-truck. In addition, the school received a copy of the book Papa Doug Hauls Strawberries & Smiles for the children to enjoy. The Road Safety Team Captains also provided each child with stickers, magnets and pencils. Warrants for burglary, vandalism and theft were issued for Zachary Smith from Centerpoint, Alabama. The Chapel Hill Police Department will be partnering with the Tennessee Highway Safety Office (THSO) to promote the fourth annual Thumbs Down to Texting and Driving campaign during the month of April. April is nationally recognized as Distracted Driving Awareness Month. Agencies participate in the campaign by promoting safe driving habits and increasing awareness about the dangers of distracted driving. Throughout April, the THSO will use #ThumbsDownTN to promote the campaign via social media. Overall, being distracted in any way makes you a worse driver than you would be if you were completely focused on the road. The Chapel Hill Police Department is also urging parents to talk to their teen about the dangers and consequences of texting while driving, and encourage them to "always buckle up to keep them safe"; said Chief Andrew Kon. In 2017, there were 24,781 traffic crashes statewide where distracted driving was a contributing factor, according to the Tennessee Integrated Traffic Analysis Network (TITAN). Of those crashes, 120 were fatal. “Texting and driving is a serious issue,” said THSO Director Vic Donoho. “The slightest distraction could lead to a fatal crash. We caution all drivers to remain focused and alert at all times. The THSO and law enforcement partners are cracking down on distracted driving in our shared mission to Drive to Zero Fatalities across Tennessee.
